A methodology for calculating a set of parameters of regional security and local identity was proposed. A context-dependent approach was proposed and software was developed that provides personalized security notifications and allows for prompt response to threats, minimizing risks to the life and health of citizens during war. Systematization of the ontology of regional security provides an in-depth understanding of the interaction of defense, protection and civil security. This is the basis for the analysis of modern challenges, in particular in conditions of war. A conceptual model of sustainable development of regions was proposed, which takes into account complex risks: military threats, preservation of spatial identity, endogenous development and utilitarian aspects of human potential. The study proposes a new approach to globalization through the concept of "glocalization", which combines local interests with global trends, with an emphasis on security. An integrated methodology for assessing regional security has been developed, which takes into account quantitative parameters: local identity, level of civil security and resilience to external and internal threats. The proposed indicators allow for an empirical assessment of the ability of regions to adapt under martial law, taking into account both endogenous and exogenous factors.
