The purpose of research is to develop methodological support and practical recommendations for the socio-economic development of the northeastern regions of Ukraine under external threats caused by military aggression consequences. Research methods are theoretical generalization, analysis, synthesis, theory of logic, hypothetico-deductive method, content analysis, morph analysis, graphic method, comparison, statistical analysis, system approach, methods of multidimensional analysis, expert evaluation, modeling, matrix positioning, cognitive maps. Results of the study and their novelty. – the classification of regional (territorial) development theories by direction is proposed; – it is proven that a feature of the modern period is safe socio-economic regional development, considering security factors in the process of strategic planning of the territories various types development; – the best world practices of regional development in the conditions of external (military) and internal threats are summarized; – analysis of the legislative framework for ensuring the development of regions and border territories was conducted, problems and shortcomings of the current legislation and regulatory framework and practice of Ukraine in the conditions of modern threats were identified, ways for regulatory framework improvement are proposed; – certain range of problems of regional (territorial) development of Ukraine are identified: on the eve of military aggression, during the period of full-scale russian aggression, post-war recovery.
