The subject of the research is the complex functioning of the system of situation centers and the unified state civil protection system in conditions of multi-criteria and uncertainty of incoming information in emergency situations. Research methods. Methods of systemic, functional, convex analysis, probability theory and mathematical statistics, methods of multi-dimensional statistical analysis, methods of fuzzy sets, mathematical modeling, methods of geometric data interpretation and systems development. The purpose of the work is to study the problem of multi-criteria optimization in conditions of fuzzy uncertainty when making anti-crisis management decisions on the prevention and liquidation of emergencies in order to develop a functional scheme for the integrated functioning of the system of situation centers and a unified state civil protection system. To achieve this goal, an analysis of world experience was carried out regarding the creation and functioning of situation center systems, the relationships between indicators of the daily functioning of the state and 5 conditions for the occurrence of emergencies of various nature were studied, and the problem of multi-criteria optimization in conditions of fuzzy uncertainty when making anti-crisis management decisions on the prevention and liquidation of emergencies was also studied.
