Development and implementation of a complex of adaptive measures and means to ensure food and water security of these regions based on systematic optimization of management of complex natural and technogenic systems and complexes of resource-saving technologies and compliance with modern economic and environmental requirements popup.description2  The object of the study is the problems of modernity regarding energy, water and food crises, which are exacerbated both at the planetary and regional levels by climate change, russian military aggression and their impact on the conditions and efficiency of agricultural production on irrigated and drained lands of the Polissya, Forest-Steppe and Steppe zones of Ukraine. The subject of the study is the increase in the overall ecological, economic and resource efficiency of irrigated and drained lands of Ukraine in the war and post-war periods. The purpose of the research is assessment of climate changes, consequences of the Russian war, and their impact on the efficiency of agricultural production on irrigated and drained agricultural lands in the Polissia, Forest Steppe, and Steppe zones of Ukraine. Development and implementation of a complex of adaptive measures and means to ensure food and water security of these regions based on systematic optimization of management of complex natural and technogenic systems and complexes of resource-saving technologies and compliance with modern economic and environmental requirements Research methods – are based on the application of systems theory with the basics of system analysis and modeling in the development of modern approaches to the optimization of the regime, technological, and technical solutions for the creation and functioning of hydro melioration systems in the Polissia zone Forest-steppe and Steppe of Ukraine with ecological and economic principles. The systemic approach includes consideration of hydro melioration systems as complex natural-technical ecological-economic systems; research of their elements, patterns of functioning and development; decomposition of complex goals and tasks of mainly hierarchical nature inherent in such systems; application of the methodology of the descending hierarchy of analysis and the ascending hierarchy of synthesis in the development of predictive and optimization models.
