The purpose of the study is to investigate the mechanisms of budgetary expenditures for the organisation of the process of training pupils of children's and youth sports schools and athletes of schools of higher sportsmanship in a particular sport, taking into account the prospects of transition from financial budgetary support for physical culture and sports institutions to financing institutions on the principle of ‘money follows the service’. The study worked to improve the algorithm for determining the cost of training services for athletes (pupils) in a particular sport, determined the mechanism for its application at the consolidated level of planning budget allocations to institutions; and conducted a comparative analysis of the main statistical and financial indicators of children's and youth sports schools in 2023-2024. Based on the results of the study, a draft Methodology for determining the cost of the service for the training of athletes (pupils) by children's and youth sports schools in the chosen sport on the principle of ‘money follows the service’ was prepared, the algorithm of the Methodology was tested, and projected indicators of the amount of financial budget support for children's and youth sports schools of physical culture and sports associations (CPCS 1115032) for 2025 were prepared. The work was transferred to the Department of Youth and Sports of the executive body of the Kyiv City Council (Kyiv City State Administration) to facilitate the adoption of rational management decisions by the city's governing bodies.
