The study used a set of methods used in domestic and foreign practice to evaluate scientific, technological and innovative activities: general scientific methods (observation, analysis and synthesis, comparison and analogy, generalization and abstraction), system analysis, bibliographic and scientometric analysis, information analytics, patent analytics, horizon scanning, project management, monitoring and evaluation. During the implementation of the SRT, monitoring and scientific research was conducted on the impact of technology transfer created at the expense of state budget funds on the financial condition of enterprises, institutions and organizations, as well as the areas of use of the funds received. New instruments of scientific and innovative policy were identified and the impact of science, technology, innovation on the achievement of the SDGs in the European Union was investigated. A study was conducted on indicators for assessing the implementation of the Roadmap measures for the use of science, technology, and innovation to achieve the SDGs, which are applied in the European Union and the failure to achieve the SDGs in Ukraine for the STI system due to the problems and risks of wartime. Monitoring of the implementation of new priority areas of STI and a study of assessing the state of the innovation infrastructure of Ukraine were conducted. The main practical results of the study are analytical materials on activities in the field of technology transfer and methodological recommendations for monitoring the implementation of the Roadmap measures for the use of science, technology, and innovation to achieve the SDGs and their impact on the achievement of the SDGs.
