To achieve this goal, a number of practical tasks related to the development and adaptation of morphological, hierarchical and network models of decision support, cognitive modeling, fractal analysis methods to assess and plan scenarios for the development of urban space. popup.description2  The purpose of the work is to develop a toolkit for modeling and scenario analysis of megalopolis infrastructure development planning in the context of environmental, technogenic and terrorist threats based on a systemic methodology, to develop greened and security scenarios for megalopolis infrastructure development planning based on impulse cognitive modeling. Research methods: systemic methodology, including a modified morphological analysis method, scenario analysis, cognitive modeling methodology and their adaptation to urban problems, as well as methods of territorial planning and engineering geology. The result of the work is greened and security scenarios for megalopolis infrastructure development planning based on impulse cognitive modeling, which is applied to the study of underwater communications in order to select substantiated greened and security scenarios to justify the priority of their creation. To justify the choice of a tunnel culvert in comparison with a pipe culvert, both impulse modeling was conducted, which allows investigating the dynamics of the process, and morphological research to evaluate a set of configuration options for undesirable events. The conducted studies showed the feasibility of using tunnel culverts in comparison with pipe culverts in terms of environmental, economic and life consequences.
