Proposals have been prepared for the Cabinet of Ministers of Ukraine on the feasibility of creating a National Exercise Program as a permanent organizational mechanism for conducting joisnt crisis management exercises. Based on the analytical work carried out, the feasibility of unifying legislation in the security sector has been determined and proposals have been developed to improve regulatory legal acts in the field of national security and defense of Ukraine in the context of continued large-scale Russian aggression. The strategic goals of the Russian Federation and the possibilities of Ukraine's confrontation with Russian armed aggression have been analyzed. The state and main features of the development and functioning of Ukraine's air and missile defense have been considered. Based on the analysis of domestic experience, the features were identified and proposals were prepared for improving defense planning and management under martial law. Promising directions for Ukraine's further cooperation with NATO member states in this area were identified. Problems and priority areas for the development of the domestic defense industry were identified, taking into account the new strategic approaches of the USA and the EU. An analysis of the situation and the state of regulatory and legal support for state policy in the areas of state and public security was conducted.
