The research subject: theoretical and methodical principles of management of socio-ecological-economic relations arising at the cross-border level regarding energy security management in the conditions of military operations and post-war reconstruction. The study aims to form the fundamental principles of cross-border energy security under the influence of physical, cybernetic and hybrid threats to critical energy infrastructure to increase the competitiveness of the supply of renewable energy to neighboring countries, overcome strategic energy dependence and sustainable socio-economic development in the conditions of military operations and post-war reconstruction. Research methods - analysis and synthesis, statistical and regression analysis, Machine Learning and Artificial Intelligence tools, ML clustering of work packages, LSTM and recurrent neural networks. Based on the conducted research, scientific results were obtained: 1. The optimal mechanisms for deploying cross-border energy infrastructure, including critical energy interconnections, energy storage, energy efficiency, and integrating renewable energy sources, are substantiated. 2. Relevant criteria for replacing critical energy infrastructure have been developed to accelerate the transition to clean energy, respond flexibly to demand, and avoid fragmentation of the energy market. 3. Economic and mathematical modeling of deploying critical energy infrastructure by integrating innovative energy equipment with zero and low carbon for neighboring countries. 4.
