During the reporting period, Stage 2 was completed. Within this stage, the main principles of sustainable development of territorial communities in the context of RTO were studied. The paradigm of sustainable development as a strategic priority for the transformation of the national economy, the integration of sustainable development principles into economic activities, the decentralization mechanism, and the use of the sustainable development concept for control in the system of territorial community management were examined. The indicators for assessing the sustainability of territorial communities' development and the application of multidimensional ranking for evaluating sustainable development were considered. The main requirements for the modernization of RTO based on the impact of military actions on TO were analyzed. Based on the obtained research results, recommendations were proposed, divided into requirements for temporary measures (short-term actions), reconstruction (restoration) measures during martial law (medium-term actions), and reconstruction (restoration) measures in the post-war period (long-term actions). Using what was learned in the first and second stages, a project management method was created for updating TO during wartime and rebuilding territorial communities after the war. This method takes into account different needs for updating RTO and follows the principles of sustainable development. The obtained results can be used by other European countries that directly border Ukraine and are within the scope of the aggressive foreign policy of the Russian Federation to develop their own approaches and requirements regarding national security and defense.
