IF Kuras NAS of Ukraine popup.description1 The research is aimed to work out the changes in Ukraine's political system, that would promote to preserve its democratic character and ability to mobilize the state population for successful completion of war and post-war reconstruction. popup.description2  The second stage of the analysis of the socio-political situation in Ukraine confirmed that the country's population is sympathetic to the centralisation of power and its concentration in the hands of the ruling regime during the war. At the same time, all social segments expect a return to a fully democratic system of government legitimised by the constitution after the war. The country expects that peacetime will bring significant changes in the nature of the exercise of power, that it will be more responsive to public demands, that it will make an optimal distribution of powers between its branches, that it will finally abandon the tradition of ‘tug-of-war’ and focus on fulfilling its responsibilities to society. In a peaceful environment, when it will be necessary to concentrate forces and resources on reconstruction, which will be primarily the responsibility of the executive branch, it will be necessary to increase the importance of the Programme of Activities of the Cabinet of Ministers of Ukraine, which requires the legalisation of the procedure for its adoption, the procedure for forming the Cabinet of Ministers, and the procedure for reporting on its implementation. Mandatory individual accountability of senior officials for the results of their work will become an urgent need. The idea of a government of national unity is gaining popularity in the country. If this idea is implemented, the practical proposals developed by the project's implementers to improve the political mechanisms for the formation and functioning of the executive branch, to strengthen political responsibility for the implementation of public policy and public administration, could be of great practical value. The implementation of the proposals can be extremely useful in the process of political reform aimed at deepening the democratic foundations of Ukraine's political system, which is one of the conditions for its integration into the European Union.
