IF Kuras NAS of Ukraine popup.description1 The purpose of the study is to determine the institutional capacity of the state, identify the most problematic points in the implementation of public authorities of their functions and formulate recommendations for reducing their negative impact. popup.description2  During the implementation of the project, research results on the institutional capacity of state authorities and local self-government in Ukraine were obtained. These results are based on the identified "capacity traps" that have accumulated over the thirty-year period of state-building, where state interests were not decisive in the formation of the system of state authorities. It has been established that under martial law, the deficit of institutionalization of power is deepening, and the system of checks and balances in Ukraine remains underdeveloped. This is manifested in the duplication of powers among government bodies, dual subordination of executive authorities, and other issues. The study, based on the use of numerous indices and indicators, legal analysis, sociological surveys, and statistical data, analyzes the quality of state authorities' performance of their functions, which constitutes the institutional capacity of the state. The research examines the dynamics of changes in the institutional capacity of state authorities in Ukraine and their determination by socio-economic and socio-political processes, particularly Russian military aggression. Scientific and methodological approaches to studying the institutional capacity of the state have been improved, with a focus on measurement tools through the application of integrated indices. The main scientific provisions, conclusions, and recommendations are practically oriented and take the form of analytical developments ready for use in the formulation of policy and governance decisions for comprehensive political reform. The project executors obtained and carried out international scientific grants, and one dissertation for the degree of Doctor of Philosophy was defended. As a result of the project’s reporting stage, 33 articles were published, including 3 in journals indexed in the WоS database, 25 in specialized Ukrainian publications, 1 monograph, 12 monograph chapters, and 1 analytical report.
