It focuses on the development of Ukraine’s National Monitoring System for Occupational Safety and Health (OSH), as well as on identifying mechanisms and methods for testing its individual components. The study is based on theoretical analysis (systematization and generalization) and a comparison of international and domestic experience in labor and OSH monitoring. This research was conducted under the Thematic Plan of state-funded research at the State Institution "National Research Institute for Industrial Safety and Occupational Health," approved by Order No. 2 of the State Labor Service of Ukraine dated January 13, 2021. The main goal is to design, drawing on best global practices and national expertise, a stable system for collecting high-quality and timely data on safety and health in the workplace, ultimately reducing injury and occupational disease risks. Key outcomes include a proposed procedure and structure for monitoring (in tabular form), along with draft methodological recommendations for creating a labor monitoring system. The project offers a concept and structural elements for a national system, particularly concerning “Worker Safety and Health, Causes and Circumstances of Workplace Injuries and Occupational Diseases.” A test electronic module, “Accidents at Work,” was also developed to rapidly generate notifications of fatal on-the-job injuries. The scientific novelty lies in a thorough analysis of the challenges related to OSH monitoring and in shaping a fresh approach to data collection. Potential users encompass public authorities, labor inspectors, occupational health and safety departments, employers, and company employees. The proposed solution aims to enhance state policy on safety and health, providing a reliable information framework for decision-making and mitigating occupational hazards.
