The purpose of the research work is to form the theoretical and legal foundations of the activities of the National Guard of Ukraine as a component of the security and defense sector of Ukraine, features of task performance during the legal regime of martial law, determination of the features of task performance in stabilization operations, preparation of proposals on ways to solve current problems and develop national legislation in this area based on best practices and advanced experience acquired by units of the National Guard of Ukraine during armed aggression. The relevance and significance of the first stage of scientific research work lies in the formation of the main areas of research, the analysis of guiding documents that will help to study the activities of units and subdivisions of the National Security Service during the implementation of the tasks assigned to it to ensure law and order in the deoccupied territories of Ukraine. This stage allows you to establish the scientific context of the research and identifies key areas that influence all further work. At the stage of material selection, a review of sources and regulatory documents was conducted to help form a theoretical basis for further analysis. The legislative acts of Ukraine that regulate the competence of state authorities to implement stabilization measures were studied. Textbooks, study guides, and methodological recommendations of the Department of Professional Training of the Main Directorate of the National State University were also analyzed.
