The object of the research is economic relations that arise in the activity of large banks with state capital in the system of public finance management under martial law and post-war economic reconstruction. The subject is methodological approaches and practical measures to stimulate sustainable economic growth through state-owned banks (SOBs). The aim is to formulate scientific and methodological approaches, along with practical recommendations, to enhance the involvement of SOBs in national programs that fund the Ukrainian economy during martial law and the subsequent phases of post-war economic reconstruction, to improve the efficiency of public investment management to foster stable socio-economic development in Ukraine. Research methods include general scientific methods of generalization and synthesis, content analysis of documents, empirical research, factor and other types of statistical analysis, financial analysis of bank activities, and tabular and graphical methods of visualizing statistical data. The results of the study and their novelty include determining the place and role of SOBs in national programs for financing the Ukrainian economy under martial law and post-war reconstruction, substantiating promising directions for implementing the strategy of SOBs under martial law and strengthening their role in post-war economic development, adapting the world experience of implementing sustainable financing through SOBs. Proposals for organizing a state development bank for the post-war economic recovery and ways for SOBs to attract resources in the local and international markets to rebuild Ukraine's economy have been developed.
