The problems encountered in the implementation of PPP projects in different countries were identified and it was proposed to revise the quantitative performance indicators for PPP projects. The most optimal way to apply any paradigmatic approach as an analysis of the feasibility of applying the methodology and forecasting the achievement of scientific novelty or specific results of management projects is considered. It was found that it is necessary to continue working on the formation of an effective institutional system in Ukraine that would meet the principles of good governance of the EU. It is established that the key features of countering information terrorism at the present stage are the formation and improvement of the legal framework on the basis of global cooperation, openness, transparency, increased responsibility and proactive public policy.It is proposed to involve communities in anti-corruption and environmental reforms, and to rely on community self-help initiatives during the war. In order to harmonize EU law with the national legislation of Ukraine, it is recommended: first, to ensure proper translation of EU law from English into Ukrainian, and second, to carry out reforms in Ukraine in order to meet the established criteria and within the framework of the negotiated chapters and their further effective implementation.
