Karazin Kharkiv National University popup.description1 The aim of this project is to determine the fundamental kinematic parameters of the Galaxy not only in its local regions, but also to get an idea of their distribution in the galactic plane. popup.description2  An approach to the analysis of kinematic parameters is proposed in such a way a fictitious observer is located at an arbitrary point in the Galaxy and determines them within the framework of the Ogorodnikov-Milne model. This approach made it possible to obtain a number of new results related to a significant part of the Galaxy. In particular, for the first time, the spatial velocities of red giants and subgiants from the Gaia DR3 catalog, the centroids of which are located in the Galactic mid-plane, have been analyzed kinematically and mapped. Our approach made it possible for the first time to obtain the values of all parameters not only in the vicinity of the Sun, but also in that part of the Galactic plane which is provided with astrometric parameters from Gaia DR3. In addition, the parameters ∂VR/∂θ and ∂Vθ/∂θ of the velocity field have been obtained for the first time, which could previously be determined only within the limits of not always reliably justified assumptions. Also, it provided an opportunity to determine the behavior of the Galaxy rotation curve and its inclination not only in the direction of the Sun - the Galactic center, but also along an arbitrary direction of a centroid - the Galactic center. For the first time, based on the observational Gaia DR3 data, and not on the basis of theoretical considerations, it has been concluded that in the analyzed part of the Galaxy each stellar system has its own center of rotation, which indicates that our Galaxy is not an axisymmetric system. Using the kinematic tracers proposed in our study, a spiral picture has been built that coincides with the segments of the Scutum-Centaurus, Sagitarius-Carina, Perseus, Norma-Outer Galactic arms, as well as the local Orion arm. Using the parameters of the residual velocity ellipsoids determined in the work, some features in the stellar velocity field and kinematic signatures of the Galactic deformation have been found.
