Special attention was given to methods of retaining talented youth in the country, developing social partnerships between universities, businesses, and government bodies, which will create conditions for more sustainable development of the academic environment in Ukraine. The research identified both factors that promote academic migration and those that encourage the return of Ukrainian scholars and educators to Ukraine. Among the main barriers, security issues dominate, leading to decreased work efficiency due to constant air alarms, planned and emergency power outages, and negatively affecting the mental health of employees. Additionally, significant barriers included bureaucratic burdens on faculty members, among others. In general, the complexity of the problem does not suggest quick solutions, but the first step is clear recognition and specification of all aspects of this issue. To preserve the intellectual potential of the country, it is necessary to implement state programs to support young scientists. This includes providing grants, scholarships, preferential housing loans for young specialists, which is an important step in supporting and retaining talented individuals in Ukraine. Such support will strengthen the scientific and educational infrastructure of the country, stimulating the development of innovations and enhancing Ukraine's competitiveness on the global stage. The results of the second stage of the project will serve as the foundation for developing strategies to support student and academic mobility, as well as improving internal conditions for the development of national education and science, which will contribute to the retention and attraction of highly qualified specialists.
