An analysis of the comments of the State Agency of Ukraine for the Development of Reclamation, Fisheries and Food Programs (State Agency) was carried out, which were set out in the letter dated 09/23/2024 No. 2-6.2.3-5/6305-24. Based on data from the National Bureau of Fisheries, literature data, as well as our own research, the comments provided by the Agency were corrected. Among other things, changes were made to the NBU in section 5.1 "Calculation of the cost of compensatory measures for the construction of SHPPs", which clarified the formulas by which losses from the construction and operation of SHPPs were calculated in accordance with the Methodology approved by the Resolution of the Verkhovna Rada of Ukraine dated September 12, 1991 No. 1545-XII.
