In today's context of global environmental and resource challenges, the circular economy is emerging as a new strategic development paradigm that allows for the rational use of resources, waste minimization, and environmental safety. The effective implementation of this model requires not only technological and production changes, but above all, the transformation of the public administration system. In this context, an important condition is the creation of a holistic organizational and methodological support covering institutional, regulatory, financial, economic, educational and digital aspects. The paper analyzes the key models of circular management organization, identifies the main barriers to implementation, and formulates practical recommendations for overcoming them. The author emphasizes the need to formulate a national strategy for the circular economy, create interagency coordination mechanisms, introduce incentive financial instruments and develop human resources. Special attention is paid to the role of digital solutions in ensuring transparency and efficiency of management processes. The findings of the study confirm that public administration should play a leading role in creating an enabling environment for circular transformation, acting not only as a regulator but also as an active partner, facilitator and initiator of change.
