Within this research project, a comprehensive methodological framework was developed, grounded in the current ISO/IEC standards (ISO/IEC 27037:2017, ISO/IEC 27041:2015, ISO/IEC 27042:2015) and in the Budapest Convention on Cybercrime together with its Second Additional Protocol. A thorough comparative analysis of Ukrainian national legislation against these international instruments revealed both gaps and areas of alignment. On this basis, practical recommendations were formulated for the identification, collection, preservation and utilisation of digital evidence, as well as for expedited data access, the use of videoconferencing and the establishment of joint investigation teams. The implementation methodology was piloted in the Criminal Analysis Department of the National Police of Ukraine and at Kharkiv National University of Internal Affairs, as confirmed by official acts of adoption. The novelty of the work lies in systematising international legal foundations and devising practical mechanisms for implementing the Second Additional Protocol, thereby enhancing the effectiveness of cyber-investigations while safeguarding human rights in the digital environment.
