Purpose: To conduct a comprehensive study of the legal mechanisms for safeguarding information rights and cybersecurity under wartime conditions and digital transformation, and to develop proposals for improving national legislation in line with Ukraine’s EU integration commitments. The study employs general scientific and special legal methods, including analysis of case law from the European Court of Human Rights, the Ukrainian Parliament Commissioner for Human Rights, and courts in Ukraine and partner countries. The research identifies the war’s impact on information rights and cybersecurity, highlighting major challenges such as the lack of standardized approaches to public data processing, the operation of electronic registers, and international data exchange. Criteria for assessing the status of information rights in the context of public administration's digital transformation and the "smart city" concept are proposed. A model for ensuring cybersecurity and information rights of private entities is presented, integrating secure design of digital systems and prevention of data violations by default. This model applies to e-commerce, e-governance, digital services, and defense sector digitalization. The author also proposes an AI model suitable for legal education and recommends ways to improve electronic justice, ensure data protection, and strengthen alignment with EU legal standards. Results can be used in: • Lawmaking (drafting laws and bylaws); • Law enforcement and court practice during wartime; • Legal education and academic programs.
