An integrated concept of societal resilience has been developed and verified, defined as society's ability not only to withstand systemic threats (war, pandemics, climate change) through its resilience (flexibility and ability to recover) but also to adapt, transform, and develop while preserving its identity, values, and social cohesion. A theoretical model of societal resilience has been formed, taking into account its dynamic nature, multi-level structure, and interconnection with concepts of adaptation, transformation, and resilience itself. Key societal drivers and barriers to social resilience have been identified, including a high level of social capital, trust in institutions, civic engagement, effective social protection systems, quality education, mental health, and psychological resilience of the population. The interdependence and interrelation between macro-financial assistance and indicators of social resilience and stability have been proven, manifested in the regularity of social benefit payments, budget institution salary payments, and the state's financial capacity to carry out reconstruction activities. Empirical assessments of the impact of international financial support on social expenditures of the Ukrainian budget during the war have been obtained. It has been established that hybrid threats directly affect the social resilience of the state, causing societal destabilization, weakening trust in state institutions, reducing economic activity, and increasing social tension. Practical recommendations have been developed regarding the legal framework for protecting the social and labor rights of digital platform workers in Ukraine, taking into account changes in legislation.
