The theoretical principles of the formation of SMART infrastructure and its key elements (digital, social, environmental, research) are revealed, which determine the vector of the transition to the latest models of sustainable development and inclusive growth. Approaches to the institutional support of such transformations are generalized, the principles of innovative design that meet the conditions of digitalization, regional decentralization and post-war recovery are highlighted. A model of using smart infrastructure to stimulate the development of industry at the local level is developed, in particular through the concept of eco-industrial parks. A methodology for selecting priority infrastructure projects is proposed, taking into account the development of human capital and the formation of a human capital space (HCP). An analysis of digital strategies of communities, the level of their digitalization, as well as the potential for access to European support programs, in particular Digital Europe, is carried out. An analytical justification of the role of innovation networks in the processes of local post-war recovery, as well as research infrastructure (RI) in the implementation of smart specialization, was carried out. A typology of RI was proposed and how its potential can be integrated into cluster models of regional development was shown. Conceptual foundations of public management of social standards in the context of digital transformation were developed. The practical result was the modeling of the infrastructure system "RazomService" - a pilot project to ensure community life through digital platforms, service hubs and feedback tools.
