Dobrov NAS of Ukraine " popup.description1 Development of a holistic concept of evolution of scientific and technical potential of NAS of Ukraine in the conditions of globalization of world science, realization of forecast estimation of his development prospects for the medium term, determination of system factors to increase of applied efficiency level and strengthening of influence on activation innovation in economy. popup.description2    Global trends and national peculiarities of R&D development over the past two decades were studied, and the positive experience of developing national scientific and technical potential in the USA, EU countries, Southeast Asia (China, Japan, South Korea), and CIS countries (Belarus, Kazakhstan, Russia, etc.) was analysed. Dynamics of the main indicators characterising the activities of the NASU was monitored. Particularly, dynamics of human resources potential of the NASU and Ukrainian science in general was analysed and forecasts of its evolution were made. On the basis of the original method of forecasting the evolution of the science human resources potential, developed by the authors, the unique inertia of the human resources potential of science, which is determined by the dynamics of the age structure of scientists, is demonstrated. It is shown that the wave of programmed extinction of human resources, which was detected in Ukrainian science in general, has already reached the NASU: the annual loss of scientists exceeds the youth replenishment. This means that extraordinary measures are needed to stop its degradation. Foresight forecasting and analytical studies were conducted to identify areas of research and development that require priority support. The article identifies which of the priorities identified in 2021 have lost their relevance today, while identifying areas of research and development that have come to the forefront of relevance due to the full-scale invasion of the Russian army and current trends in world science. Based on the analysis of the development of domestic legislation and the effectiveness of the public administration system in the field of science and innovation, some proposals have been developed to improve the system of evaluation of scientific results and efficiency of scientific institutions, certification of scientific personnel and improvement of the scientific, technological and innovation policy of the state.
