The purpose of the study is to comprehensively study the provisions of the constitutions of Ukraine and 40 European countries relating to the legal regulation of human and civil duties and state responsibilities, in particular, to ensure that these constitutional and legal provisions are consistent with international standards. Research methods are an ordered system of general theoretical principles, methodological (research) approaches and special scientific methods of cognition. The scientific work examines the duties of a person and a citizen and the duties of the State as a complex, multifaceted social phenomenon and the state of its scientific development, which is the subject of the study. For the first time, in the context of the European experience, a comprehensive comparative legal analysis of the content of the Constitutions of Ukraine and 40 European States whose legal systems belong to the Romano-Germanic legal family is made. Particular attention is paid to theoretical and practical issues of constitutional and legal regulation of human and citizen's duties and duties of the State. Based on the results of the study, the author makes proposals for optimizing the provisions of the Constitution of Ukraine on human and citizen's duties and duties of the State.
