The object is the process of development of public administration in Ukraine based on the circular economy in the digital environment. The purpose of the work is to develop the scientific and theoretical foundations of the development of public administration based on the circular economy in the digital environment. The scientific task of developing scientific, practical and methodological principles for the development of public administration on the basis of a circular economy in a digital environment was solved: a thorough analysis of ensuring public administration of regional development in Ukraine through the latest technologies of strategic planning in the public sphere was carried out; a concept of information and analytical support for public administration of regional development was developed; a methodological support for effective public administration of territorial development was developed to implement effective state and regional economic policy in a digital environment; a methodological approach to assessing the level of digital maturity of government personnel was further developed, which will allow the formulation of recommendations for the choice of strategies for the digital transformation of government bodies. The work created a holistic organizational and methodological support for the development of the public administration system based on the principles of a circular economy in a digital environment. The proposed approach encompasses key components – institutional, regulatory, financial and economic, educational and digital – that ensure the integrity and systematicity of the process. This will contribute not only to achieving environmental and economic sustainability, but also to the formation of a new development paradigm for Ukraine.
