Object of the study – the system of public governance of education in Ukraine in the context of post-war recovery. Purpose of the work – to identify the necessary directions for reforming the public governance system of education during the post-war period. Research methods – surveys, expert evaluations, comparative analysis, regulatory analysis, content analysis, case studies. The study highlights four key vectors of modernization: Implementation of cost-benefit analysis as a standard for evidence-based decision-making; Digital transformation of education as a systemic process requiring trust, coordination, and investment; Application of behavioral approaches to educational decision-making in times of crisis; Strengthening the role of universities in recovery through their third mission and digital innovation. The work has applied relevance, as it provides practical recommendations for central executive authorities, local self-government bodies, higher education institutions, and NGOs working in the field of education. The results can be used to inform Ukraine’s post-war educational strategy, shape digital education policy, and reassess the role of universities in regional development. The findings have been published in two academic journals, including those indexed in Web of Science.
