Projects are characterized by nesting, openness, close interaction of management elements, the need to control and concentrate all information in one element, the presence of feedback, unpredictability of behavior in some situations, etc. In risky conditions, to ensure effective management processes, the primary requirement is to ensure flexibility in software development and mobility, as well as speed and adequacy of decision-making. Risk management in projects provides an opportunity to take into account uncertain factors and consider all possible consequences of alternatives, on the basis of which a choice is made. Ambiguous situations that arise in a project are inherently unpredictable and affect the effectiveness of the project. The dynamics of project implementation is aimed at activating innovative technologies, which is accompanied by constant influences of factors of the external and internal environments. Risk research, their analysis and consideration of the factors that cause them, identification of possible losses, development of measures to prevent the occurrence of a risk event are important tasks that are given considerable attention. The object of the research is the processes of managing complex organizational and technological objects in risk conditions.
