The research aim is to develop management tools and practical proposals for advancing human capital in a transforming economy. Research methods include literature-based theoretical analysis, comparative evaluation of human capital quality, interviews and expert surveys, econometric modeling of efficiency, and a systemic analysis of institutional architecture. Key results: • A conceptual model of human capital reproduction was developed, integrating five components (economic socialization, inclusiveness, productivity, innovation, and psycho-emotional condition) at three levels: individual, production, and macroeconomic. • Empirical data reveal that accumulated human capital does not translate into high labor productivity, indicating inefficient use of knowledge and skills. • Current labor market trends and factors behind workforce shortages were identified; remote and platform employment are proposed as strategic directions. • Investment evaluation was reframed through the lens of social resilience, including mental health support, retraining, and upskilling programs. • An institutional trap was found in the social protection system; the role of inclusive institutions and vocational education in veterans’ reintegration (especially those with war-related disabilities) was highlighted. Results are reflected in over 90 publications and 19 policy briefs submitted to national institutions, with several receiving positive feedback.
