Currently, Ukrainian enterprises, producing flax-containing products, are import-dependent, because this raw material is imported only from abroad on a national scale. The restoration of raw textile resources in Ukraine plays a strategic role in the formation of the Ukrainian market of competitive eco-products. However, a thorough analysis of general methods for assessing the quality of oil flax fibers reveals the total absence of a regulatory framework that would standardize the origin and level of quality not only in Ukraine but also worldwide. The scientific work will present a cyclical model of the organization of flax production in Ukraine, namely oilseed flax, a comprehensive system of evaluation of this raw material of various functional purposes as an industrial resource will be substantiated in detail, and develop a methodology for quality control of flax fibers of various functional purposes as industrial raw material using the methodological tools of qualimetry, expert evaluation, ranking of technological characteristics, determination of weight coefficients that will identify them by quality level and, correspondingly, by field of application. popup.description2  The research is devoted to solving the scientific and practical problem of developing effective methods for assessing the quality of the stem potential of oilseed flax as an additional source of industrial raw materials. The scientific value of the results is the latest methodology for quality control of this raw material, developed based on theoretical and experimental research: the study of anatomical, morphological features, chemical composition, physical and mechanical properties of raw materials made it possible to establish quality indicators and their limit values; using qualimetry methods, according to the author's algorithm, the technological characteristics of straw and trusts were established; using cluster analysis methods, the distribution of values by grade classes into numbers was substantiated; a hierarchical stem classification system was developed that predicts the areas of industrial application of all products. Automation of the evaluation process is provided by the CQSRoilseed Flax program. The practical value is the development of regulatory documents: TU U 01.1-2303511525-001:2025, TU U 01.1-3161317547-001:2025, TU U 01.1-3161317547-002:2025, according to which the level of quality of raw materials is assessed and the scope of application is predicted. Social significance is a rational attitude to the state's natural resources by choosing appropriate technologies for processing the stem part of oilіseed flax. The developments allow to certify raw materials, which was not possible due to the lack of target standards, and to expand the Ukrainian bast fiber raw material base, which is strategically important for Ukrainian enterprises, which are currently import-dependent. This crop is fully recycled by processing also the stem part for the manufacture of technical, textile, pulp and paper products, composite products and alternative fuel sources, which is one of the modern directions of the country's economic revival in the post-war period.
