Object of the research – small business as a driver for achieving the Sustainable Development Goals under conditions of martial law and economic instability. Purpose of the study – development of a sustainable development toolkit for managing changes in small business to support the economic recovery of Ukraine. Research methods – morphological analysis, classification-analytical method, expert surveys, economic-statistical and comparative methods, abstract-logical approach, system analysis, and generalization of incubation and acceleration practices. The study substantiates a typology of functional transformations of sustainable small business and proposes a conceptual model of its system-integrated management. It identifies the impact of the COVID-19 pandemic, martial law, and business relocation on the entrepreneurial environment. A grant-based mechanism for prioritized support of sustainable business development is developed as a financial foundation for targeted transformation. An information-analytical toolkit adapted to the needs of economic recovery is also proposed. The results of the study have been implemented in the project activities of the CF "Caritas Odesa UGCC" and utilized in the project activities of the ICF "Caritas Ukraine" The outcomes have been published in 28 scientific papers (including 4 certificates of authorship) and integrated into the educational process (2 bachelor qualification theses and PhD-level supervision of a dissertation project). The practical significance of the study lies in the potential application of its findings by public authorities, civil society organizations, and charitable institutions implementing grant-funded programs aimed at ensuring the sustainability of small businesses, supporting IDPs, and fostering local economic recovery.
