Positive development trends were destroyed by Russia's military aggression, which became an unprecedented test of the stability of the institutions’ entire system of management and functioning and posed significant challenges to communities, including the preservation of their financial capacity. The purpose of the work: substantiation and development of theoretical and methodological, conceptual, analytical and methodical support, as well as practical recommendations for ensuring financial self-sufficiency of territorial communities in the conditions of budgetary decentralization and military aggression of the Russian Federation.
