The object of investigation is the financial policy of the state in the context of it and the scale of the shadow economy in Ukraine in the minds of post-war renewal and European integration. The method involves scientifically grounded approaches to modernize the mechanisms for implementing financial policy by changing the scale of the shadow economy, shifting the fiscal efficiency and ensuring macroeconomic stability. To achieve the goal, the following are used: vector non-autoregressive modeling (VEC model), MIMIC model, distributional lag modeling, Granger test, ridge regression, Brown–Robinson method, Fishburne method. The robot used a simultaneous alignment system for estimating tenization channels, as well as a vicoristic panel regression modeling with hourly lags for aligning Ukraine with the countries of Central Europe. The main results are related to the identified factors and mechanisms of the influence of tax, investment and institutional policies on the scale of the shadow economy; per-model models for assessing critical thresholds of fiscal demand; formalization of digitalization scenarios as a tool against shadowing. The novelty lies in the synthesis of multiple methods for identifying time lags, critical zones, and assessing synergies between financial policy instruments. Recommendations for implementing a system for monitoring the viability of investment flows, establishing threshold levels for fictitious FII, and developing voluntary insurance as a social instrument have been developed. de-denization, as well as digital transformation of administration procedures.
