The focus of attention is on the nature, structure and dynamics of financial legal relations that arise in the process of exercising the powers of the state and local governments in the sphere of accumulation, distribution and expenditure of public funds.The work contains a justification of key concepts of financial law, including public financial activities, tax and budgetary legal relations, public monetary funds, financial discipline, tax security. The relationship between centralization and decentralization of financial powers is revealed, the place and role of state authorities and local self-government bodies in the architectonics of the public financial system are determined.Special attention is paid to the analysis of the effectiveness of legal regulation in the context of European integration processes and the challenges of martial law. The current problems of digitalization of the tax system, modernization of public control instruments, as well as liability for violations in the field of currency and financial legislation are investigated. The need to update the regulatory framework in accordance with the EU acquis is argued.The practical value of the work lies in the development of specific proposals for improving financial legislation, strengthening control over the use of budgetary resources, legal support for public financial stability.
