Purpose of the study — establishing updated regulatory requirements for outdoor lighting of streets and public highways, taking into account traffic safety, energy efficiency, international best practices, and harmonization with European and international standards. Research methods — analytical, comparative-regulatory, information-retrieval, and lighting calculation methods. The development of Amendment No. 1 to DBN V.2.5-28:2018 is aimed at improving the regulatory framework in the field of lighting, in particular: • clarification of terminology (horizontal illumination, road surface luminance, dimming, etc.); • establishing modern requirements for outdoor lighting of streets, interchanges, pedestrian crossings; • expanding the scope of DBN by introducing new lighting standards for public highways; • defining requirements for the use of LED luminaires and energy-efficient technologies; • improving the rules for dimming lighting systems.
