Sustainable development in enterprise clusters hinges on a coherent understanding of the factors that drive long-term economic, environmental, and social performance. This study advances the theoretical and methodological foundations for assessing such factors in cluster structures. We (i) synthesize a multi-level taxonomy of determinants – institutional-regulatory, market, financial, innovation-technological, managerial-organizational, resource-operational, social, and logistical – and highlight cross-cutting enablers (dynamic capabilities, supply chains, digitalization, risk management); (ii) develop regional models of socio-economic development that combine proxy indicators with cluster analysis to track interregional differentiation, identify “support” regions, and gauge external conditions for enterprise sustainability; and (iii) propose an analytical toolkit for industry contexts that integrates indicators of financial, labor, and material resources (resource dimension) with measures of innovation and investment activity (innovation–investment dimension). Using factor analysis, the toolkit yields a parsimonious set of latent drivers and associated factor loadings, enabling the identification and weighting of the most salient determinants of sustainable development by industry affiliation. The approach provides a transparent basis for benchmarking enterprises within clusters, prioritizing innovation and investment projects, and aligning managerial dashboards and non-financial reporting with regional dynamics.
