It aims to investigate the gap between the obligations of states regarding their achievement of energy and climate targets, citizen preferences in terms of building a roadmap towards a net-zero economy, and progress on the regional level popup.description2  The study identifies peaks in publication activity in the field of renewable energy and its decentralization, leading countries in terms of number of publications, most cited works, and key research subtopics. A content and thematic analysis of climate and energy legislation in Ukraine, Switzerland, and EU countries was conducted, which made it possible to determine the levels of technological and managerial decentralization of the energy sector, as well as to identify the main directions of energy and climate policy. Scenarios for the development of Ukraine’s energy sector until 2030 and 2050 were analyzed from the perspective of organizational and technological decentralization. The research revealed that long-term forecasts predict an intensification of technological decentralization, while the organizational model continues to show a tendency toward centralized management. In addition, it was found that the combination of these approaches creates risks of institutional imbalances that require regulatory intervention. The authors proposed a methodology based on the MIMIC (Multiple Indicator, Multiple Cause) model, which allows greenhouse gas emissions(caused by electricity generation to be distinguished from other emissions produced by stationary sources. The research confirmed that using the model makes it possible to identify hidden regional disparities in the environmental impact of emissions, and provides a scientific basis for the development of targeted decarbonization strategies.
