Analysis of the current legal framework demonstrates that modern challenges - climate change, technological advances, the need for ecological balance - are not sufficiently reflected in the mechanisms of legal regulation at the basic level. The lack of uniform standards for monitoring and planning land use is particularly emphasized, which makes it impossible to consistently implement protective measures in different communities. The lack of effective models of cooperation between local and state institutions deepens the gap in the implementation of environmental policy on the ground. To increase efficiency, it is proposed to introduce a number of changes: adapting legislation to modern environmental realities, strengthening the role of local authorities in decision-making, creating sustainable development programs taking into account the local ecosystem, systematic training of personnel and ensuring public involvement in planning processes.
