Objectives of the study: to examine the theoretical aspects of ensuring financial stability of the banking ecosystem in conditions of market turbulence; to identify cluster-based interaction between IT sector stakeholders: business, education, science; to determine triggers and directions for strengthening financial support of innovative interaction of small IT businesses during martial law; to analyze the current state of financial stability of small IT businesses in Ukraine under wartime conditions; to summarize international initiatives for supporting small IT businesses and assess their impact on innovative development; to review budgetary and institutional mechanisms of state support for small IT businesses; to formulate approaches for ensuring the financial stability of the banking ecosystem in conditions of market turbulence; to determine the sensitivity of financial support mechanisms for IT companies to changes in the external environment and the need for adaptation; to propose strategic guidelines for innovative growth and financial stability of small IT businesses under martial law.
