The object of research is the processes of processing information flows in managing the life cycle of software development in a dynamic environment. The purpose of the work is the analysis and improvement of methods for managing the life cycle of security-oriented software systems in a dynamic environment. Research methods are theoretical research, methods of mathematical modeling and methods of software engineering. Theoretical research includes a review of literary sources, analysis of the problem and theoretical justification of ways to solve it. At this stage, statistical data on the implementation of projects to create security-oriented services was collected and analyzed, the process of developing specialized security-oriented software systems using set theory was described, and practical experience in implementing software systems in the State Emergency Service of Ukraine was summarized. At the stage of mathematical modeling, simulation models of network graph traversal using Petri nets were developed to develop algorithms and automate the calculation of parameters of the network graph of IT project planning. Software engineering methods included the development of information technology to support decision-making regarding the management of the life cycle of specialized software development, which is based on substantiated methods, models and algorithms to increase the efficiency of the management of the life cycle of security-oriented software development.
