It was established that the legislation of Ukraine has created organizational and legal foundations to ensure the process of decentralization of public power. It was indicated that the processes of unification and accession of territorial communities that took place in Ukraine during 2015-20 resulted in the decentralization of public power and the reform of the territorial basis of local self-government. It was determined that an important and effective tool of decentralization is intermunicipal cooperation, which is used in various forms to solve local problems of territorial communities that are difficult or expensive to solve by the forces of one community. It was determined that the organizational and legal foundations of intermunicipal cooperation are guaranteed by the legislation of Ukraine, at the same time, problems remain with the initiative of local self-government bodies regarding their application in practice.
