Under the legal regime of martial law in Ukraine, the issue of organizing and ensuring the implementation of stabilization measures in de-occupied territories by relevant entities is becoming increasingly relevant. These measures are aimed at restoring the activities of state authorities and local self-government bodies, creating safe conditions for the return of internally displaced persons, restoring all spheres of life in the liberated territory, and ensuring public safety and order. The purpose of the research work is to develop the theoretical and legal foundations for the activities of the National Guard of Ukraine as part of Ukraine's security and defense sector, the specifics of performing tasks during the legal regime of martial law, determining the specifics of performing tasks in stabilization operations, preparing proposals on ways to solve current problems and develop national legislation in this area based on best practices and advanced experience gained by units of the National Guard of Ukraine during armed aggression. As part of the second stage of research work, an analysis was conducted of the implementation of regulatory and legal regulation of the activities of the National Guard of Ukraine in performing its assigned tasks, and methodological improvements to the powers of the National Guard of Ukraine during the deployment of units in stabilization operations in de-occupied territories were investigated. the regulatory and legal framework for the use of NGU units in stabilization operations in de-occupied territories was reviewed; the data obtained was verified with the heads of the National Guard units responsible for participating in stabilization operations in de-occupied territories. Reasoned proposals were made to improve the regulatory and methodological framework for the use of National Guard units in stabilization operations in de-occupied territories.
