Report on Stage III of the Research Project: 28 pages, 25 sources. Keywords: public security, mass events, martial law, dialogue police, de-escalation, international experience, interagency coordination. Object of research: the activities of the units of the National Guard of Ukraine (NGU) in ensuring public safety and order under conditions of martial law. Purpose of the study: to develop a comprehensive approach to the preparation of NGU units, to improve interaction with other security forces and public authorities, and to ensure effective response during mass events. Particular attention is given to the adaptation of international experience — the Scandinavian “dialogue police” model, the Canadian multi-level response system, and the NATO police stabilization concept. Purpose of this stage: to develop practical recommendations for implementing international approaches to public security, and to specify the legal, organizational, and tactical mechanisms of NGU activities. Results: The legal and regulatory framework of the NGU’s activities in peacetime and wartime was analyzed; key legal restrictions and procedures for the use of force and special means were identified. International experience in maintaining public order in Sweden, Canada, the USA, the United Kingdom, Germany, and within NATO and OSCE standards was examined. Recommendations: to improve legislation considering judicial oversight, to establish liaison teams and dual-profile units, to introduce de-escalation training and digital monitoring, and to strengthen cooperation with NATO and EUAM. Conclusions: the third stage of the research deepened previous findings, summarized the legal and organizational mechanisms of NGU operations, and emphasized the priority of models based on dialogue, proportionality, and public trust. The obtained results have practical significance for personnel training, updating the regulatory framework, and developing modern operational protocols for the NGU.
