The transition from mass-symmetric to mass-asymmetric fission through a three-hump distribution is well reproduced. An analytical expression for the density of levels as a function of the excitation energy is derived within the framework of the micro-macroscopic approach in the quasiclassical approximation of the theory of periodic orbits. It is shown that the expression for the density of levels has correct asymptotes at large (Fermi gas) and small (combinatorial formula) excitation energies. The influence of surface oscillations on iso-scalar dipole excitations for finite Fermi systems was investigated. It was established that the formation of both low-energy dipole resonance (vortex mode) and high-energy resonance (compression mode) is mainly determined by the dynamic surface effects.
