A method is proposed for calculating the energies of electronic levels for multi-electron atoms. In addition to the Coulomb field of the nucleus, the interaction between electrons is taken into account. This interaction is taken into account approximately using perturbation theory within the framework of the Thomas-Fermi model. The nature of the new isoscalar octupole resonance found within the framework of the kinetic model based on the Vlasov equation for finite Fermi systems with a moving surface is investigated. It is shown that this octupole resonance is due to dynamic effects of the nuclear surface, similar to the low-energy isoscalar dipole resonance (vortex dipole mode) observed in heavy nuclei. It is found that the velocity field associated with the new octupole resonance has a vortex character in the region of the nuclear surface. A generalized diffraction approach to reactions of the H(d,p)X type is considered, which takes into account the influence of the longitudinal component of the transferred momentum and the transverse relative momentum.
