This model takes into account key parameters of viral infections, daily human activities, and geodata. Our developed algorithms allow modeling statistical parameters such as the number of infected, recovered, deceased, and susceptible individuals, as well as the spatial distribution of the pandemic on a geographic map. The model has been validated by modeling the spread of COVID-19 in Lviv, Ukraine. The proposed model provides policymakers with a valuable tool for assessing and implementing effective strategies against pandemics. A method for analyzing big data with gaps is then developed using the example of constructing advisory rules on adequate state policies to reduce the spread of new Covid-19 cases. Association rules and rule generation in big data have a number of problems, the main of which is the presence of a large number of vectors and multi-valued datasets. That is why in the work the system of these rules is based on a new ensemble of machine learning methods, such as associative rules, regression trees, and clustering.
