In particular, it looks at the competition between national and foreign developers, and the phenomenon of intra-industry trade, which promotes the exchange of experience and prevents market monopolisation. The study aims to enhance the theoretical and methodological basis for researching the digital services market in EU countries, drawing on an analysis of foreign trade agreements for specialised equipment. It also seeks to offer practical recommendations on prioritising export areas for Ukrainian developers of digital services. The study focuses on the regulation of international trade in digital services within the European Union, considering market, infrastructure, and regulatory factors. The study focuses on the theoretical and methodological foundations that Ukrainian digital service developers need to access EU markets. This includes an analysis of digital infrastructure, the regulatory environment, the structure of foreign trade in computer equipment, the population's digital skills, and the needs of small and medium-sized businesses. To achieve the aim of the research, the following tasks were carried out: current trends and strategic priorities for developing digital markets in EU countries were studied; the EU regulatory framework for digital technologies was analysed, and the dynamics of e-government implementation were assessed; the structure of foreign trade in computer and telecommunications equipment was examined as an indicator of demand for digital products; key digital transformation indicators were summarised, including population digital skills, business digitalisation, infrastructure development, and digital profession employment; regional disparities in digital development and potential convergence between EU member states were analysed.
