The results of the study include the theoretical and technological justification for the organization of waste-free agro-industrial production on its own bioenergy base in the form of clusters, in particular on the basis of sugar factories, as part of AHs, which are able to form closed production and energy cycles and increase the energy independence of communities. The proposed clustering model optimizes the use of biomass, increases production efficiency and can provide an economic effect of about 1.2 billion UAH annually.
