Moreover, civil protection is considered human protection in all spheres: cyber security, psychological security, economic security, energy security, and physical security popup.description2 A comprehensive methodology was tested for assessing the state of eco-economic systems and various dimensions of civil security based on the implementation of artificial intelligence technologies. The analysis revealed that the full-scale war has resulted in a significant increase in regional disparities. Regions affected by active hostilities demonstrate poorer indicators of economic resilience, higher levels of psycho-emotional and social tension among the population, and greater threats to civil security. At the same time, across Ukraine as a whole, most eco-economic indicators displayed positive dynamics over time, indicating a basic ability of eco-economic systems to adapt despite the war’s impact. A methodology for assessing and forecasting the influence of digital transformations on civil protection and economic recovery processes was piloted. The integrated іndex proved effective in tracking and projecting key trends in the areas of security, reconstruction, and digital infrastructure development. However, recovery indicators showed uneven growth, highlighting the need for targeted managerial decisions to restore specific sectors of the economy. Within the project, a comprehensive model of organizational and economic support was developed, along with recommendations for implementing attributes of the new economy into the system of civil protection and post-war recovery. The model defines principles, mechanisms, and tools that enhance response efficiency, improve risk forecasting, ensure coordination among security system actors, and accelerate reconstruction processes. The practical significance of the results lies in the substantiated recommendations provided for economic recovery, strengthening civil security, improving social support systems, identifying investment priorities in infrastructure, and shaping digital development strategies, which may be useful for public authorities, local governments, businesses, and the academic community Product Description popup.authors Vitalii A.
